Local media in the Russian Far East have reported that residents have witnessed large military convoys traveling by train and road toward the short border with North Korea since last weekend.
The United States and South Korea are now conducting annual, bilateral training exercises, codenamed "Max Thunder".
"The members of the Security Council expressed their utmost concern over the Democratic People's Republic of Korea's highly destabilizing behavior and flagrant and provocative defiance of the Security Council by conducting this ballistic-missile launch", the council said in the statement, referring to the April 15 launch.
US President Donald Trump praised Chinese efforts to rein in "the menace of North Korea" on Thursday after North Korean state media warned the United States of a "super-mighty pre-emptive strike".
The failed launch came a day after the 105th anniversary of the birth of North Korea's founding father, Kim Il Sung, the current leader's grandfather.
"We are conducting a practical and more intensive exercise than ever", South Korean pilot Colonel Lee Bum-chul told reporters.
Trump told a news conference "some very unusual moves have been made over the last two or three hours", and that he was confident Chinese President Xi Jinping would "try very hard" to pressure Beijing's neighbour North Korea over its nuclear and missile programs.

On Monday, Hwang and Pence reaffirmed their plans to go ahead with the THAAD, but the decision will be up to the next South Korean president.
The U.S. -drafted statement was agreed upon after Russian Federation insisted that language stressing the need to achieve a peaceful solution "through dialogue" was included in the final text.
"When we requested to restore the agreed language that was of political importance and expressed commitment to continue to work on the draft ... the USA delegation without providing any explanations cancelled the work on the draft", the Russian UN mission said in a statement.
North Korea reacted angrily to the resolution, calling the statement "impudent words" and pointed fingers at the United States as the main aggressor in the region.
China remains committed to denuclearising the Korean Peninsula, maintaining peace and stability there and resolving problems through dialogue and negotiation, Foreign Ministry spokesperson Lu Kang said at a regular news briefing.
Kim Jong Un oversees the launch of four ballistic missiles that were fired Monday from North Korea towards the Sea of Japan, also known as the East Sea.
"Speaking with one voice is extremely important to the Security Council appropriately responding to the relevant issue on the peninsula", he told reporters. It was now heading for the Western Pacific as ordered, it said.
