In a joint communiqué of the 50th ASEAN Foreign Ministers' Meeting issued on Sunday, they urged claimants and all other states to avoid actions, including those mentioned in the declaration on the conduct (DOC) of parties, that could further complicate the situation and escalate tensions in the area.
The South China Sea chapter in the latest draft communique, a negotiated text subject to changes, is a watered-down version of one issued in Laos previous year.
"When the conditions are right, then we can sit and have a dialogue around the future of North Korea so they feel secure and prosper economically", Tillerson told reporters.
"Optimists will see this non-binding agreement as a small step forward, allowing habits of cooperation to develop, despite differences", he said.
South Korea's Kang Kyung-wha asked the North to swiftly respond to the South's proposals to improve ties with North Korea, the official said of the meeting.
This year, ASEAN also commemorates its 50th anniversary.
From August 5 to 8, Mr Brownlee will attend ASEAN-New Zealand Ministerial consultations, the East Asia Summit Foreign Ministers' Meeting and the Association of Southeast Asian Nations Regional Forum. However, they're not expected to meet one-on-one.

In a statement to the Manila forum on Monday, Pyongyang said it would never place its nuclear program on the negotiating table as long as the United States maintained a hostile policy against the North.
Trump tweeted that he was very happy with the sanctions, which were unanimously approved by the United Nations Security Council two days ago.
ASEAN is calling on North Korea to "exercise self-restraint" and stop its missile tests that threaten the region's peace and stability.
